My name is Will and I’m a Resident Senior Fellow at the American Enterprise Institute (AEI), where I focus on the political economy of technology and innovation. My research spans the economics and regulation of artificial intelligence, digital competition, broadband, semiconductor industrial policy, and federal regulatory reform. Fundamentally, I am interested in the intersection between technology and society. I used to write the Techne newsletter at The Dispatch and publish Exformation on Substack. I also built and maintain AI Policy Hub, a public tracker of state and federal AI legislation, executive actions, and economic research.

In 2026, I was a member of the inaugural cohort of the AI Policy Leadership Network (APLN), a program organized by the Foundation for American Innovation, the Center for a New American Security, and the Horizon Institute for Public Service.

Before AEI, I was a Senior Research Fellow at the Center for Growth and Opportunity at Utah State University. Before that, I was the Director of Technology and Innovation Policy at the American Action Forum, a Research Fellow at TechFreedom, and the Director of Operations at the International Center for Law & Economics. I got my start in tech policy in 2009 as an intern at The Progress & Freedom Foundation, concentrating on advertising policy and Internet governance. In 2008, I was a Research Associate at the Illinois Policy Institute, where I studied state-level budget, energy, and tax issues. I also worked for the Institute for Policy and Civic Engagement at the University of Illinois as the Research Assistant in Technology and Civic Engagement.

I am a former Fellow at the Internet Law & Policy Foundry and a Frédéric Bastiat Fellow at the Mercatus Center. I served on the Federal Communications Commission’s Broadband Deployment Committee and Consumer Advocacy Committee, and I currently serve as an expert at the Federalist Society’s Emerging Technology Working Group, which is part of the Regulatory Transparency Project.

My work has appeared in the Wall Street Journal, the Washington Post, Bloomberg, Wired, National Review, City Journal, The Dispatch, Newsweek, Reason, Forbes, Fox News, Morning Consult, The Hill, Marginal Revolution, and on BBC Radio and NPR, just to name a few. I have testified before the Senate Committee on Banking, Housing, and Urban Affairs and the Joint Economic Committee, speak regularly on topics related to tech policy, have been cited in regulatory orders from the FCC, and have been featured in Supreme Court petitions. I hold a BA in Political Science from the University of Illinois and an MS in Applied Economics from Johns Hopkins University.
